CSL believes that the building of leadership capacity among school teams is key to the future of sustainable leadership. Circulars 03/18 and 44/19 have set out a vision for a more distributed form of leadership in our schools and the ‘Looking at Our School Quality’ Framework provides a common language and understanding for the organisation and practice of leadership.

In order to support the development of this leadership capacity, CSL is pleased to be organising the ‘Middle Leadership Cluster Pilot Project’. We hope this action research project will enable schools to develop their middle leadership capacity.

The project will be based in Clare and Kildare Education Centres, and will offer the opportunity to 35 schools in clusters of three, to interrogate middle leadership in their own schools. The school teams involved in the project will consist of both middle and senior school leaders learning together which CSL believes is key to the successful development of leadership skills and competencies.

The project has an ‘Advisory Group’ which includes members of IPPN, NAPD, CSL and the Inspectorate. The evaluation of the project will be overseen by Professor Christine Forde, Emeritus Professor, University of Glasgow and is financially supported by the Department of Education. There is also a working group consisting of senior and middle leaders from large and small schools who will help guide the content of the project.
